New Tier System for Subclass 189 Invitations

Australia has introduced a new four-tier occupation priority model to guide invitation rounds for the Skilled Independent visa (subclass 189). This framework helps explain why certain occupations receive invitations sooner than others and allows applicants to set more realistic expectations when planning their permanent residency journey.

How the New Tier System Works

Occupations are prioritised based on national workforce demand, training time, and long-term economic needs.

Your occupation’s tier is one factor influencing invitation outcomes. While higher-tier roles may receive invitations more frequently, applicants in lower tiers may still have viable pathways through alternative strategies such as state nomination, regional visas, or improving EOI competitiveness.

CPA Australia Calls for Simpler Tax Compliance

CPA Australia has formally urged the Board of Taxation to simplify Australia’s tax system, warning that growing complexity is placing a heavy compliance burden on both small businesses and large enterprises.

The call follows the Board of Taxation’s recent consultation on reducing red tape, aimed at improving productivity across the Australian economy.

Key Areas of Concern Raised by CPA Australia

1. Duplicative International Tax Reporting
CPA Australia highlighted that multinational and large businesses are facing excessive compliance costs due to overlapping international reporting requirements, including:

– Country-by-country reporting

– Reasonable tax position schedules

– International dealings schedules

– Transfer pricing documentation

Businesses are often required to submit the same data multiple times, in different formats and timeframes, exceeding international norms. CPA Australia has called for streamlined, risk-based reporting focused only on what is necessary to confirm tax compliance.

2. Overlapping Tax Integrity Rules
CPA Australia noted that rules such as hybrid mismatch provisions, thin capitalisation, and debt deduction creation often target the same risks. With the introduction of global minimum tax rules (Pillar Two), CPA urged the government to reassess domestic rules that now duplicate global frameworks, creating unnecessary complexity.

3. Fringe Benefits Tax (FBT) Burden
The FBT regime was identified as one of the most administratively demanding areas of the tax system. CPA Australia called for:

– Simplified FBT grouping provisions

– Standard valuation methods for low-risk benefits

These changes could significantly reduce reporting pressure for employers of all sizes.

4. Family Trust Election (FTE) Rigidity
Family Trust Election rules were flagged as a major concern for SMEs and family-run businesses. CPA Australia noted that current rules:

– Are difficult to amend

– Do not account for genuine administrative errors

– Fail to accommodate intergenerational changes or unforeseen events

This rigidity can result in unexpected and substantial tax liabilities.

5. Need for Stability and Coordination
CPA Australia emphasised that frequent rule changes and inconsistent cross-agency enforcement undermine productivity. A more transparent, stable, and risk-based compliance approach would significantly reduce red tape for compliant taxpayers.

Major Rental Law Reforms Coming to Victoria

Victoria is introducing significant rental law reforms aimed at making renting fairer, safer, and more secure for renters, while providing rental providers with clearer obligations and processes.

These changes will begin from 25 November 2025, with further reforms rolling out through 2026.

Key Changes from 25 November 2025

Ban on No-Fault Evictions

  • Rental providers will no longer be able to issue a notice to vacate without a valid reason, even at the end of a fixed-term lease.
  • Fixed-term agreements will automatically roll over to month-to-month leases, unless:
  • Both parties agree to a new fixed term, or
  • A valid notice to vacate is issued (e.g. sale, renovation, breach such as unpaid rent)

Longer Notice Periods

  • Rent increases and certain notices to vacate will now require 90 days’ notice
  • Shorter notice periods will continue to apply where a renter is at fault
  • This change gives renters more time to budget or relocate.

Ban on Rental Bidding

  • Rental providers and agents will be prohibited from:
  • Accepting offers above the advertised rent
  • Accepting more than one month’s rent in advance
  • This strengthens existing protections against competitive rent bidding

Minimum Standards at Advertising Stage

  • Rental properties must meet minimum standards at the time of advertising, not just before a renter moves in.
  • Advertising a non-compliant property will be an offence
  • From 1 December 2025, all internal window coverings must have secured blind cords to prevent safety risks

Mandatory Annual Smoke Alarm Checks

All rental properties must undergo annual smoke alarm safety checks, regardless of when the lease commenced

Stronger Protection of Renters’ Personal Information

  • Rental providers and agents must:
  • Secure renters’ personal data
  • Destroy or de-identify information when no longer required
  • Unauthorised disclosure of renter information will be an offence
